FIFE Council are "investigating" after a video appeared on social media apparently showing a fly tipper dumping items including a sofa at a Dunfermline recycling point.
The footage was taken at the facility in Pitreavie Business Park and features a man being questioned by a local after getting back into a van.
Dumped items can be seen being left on the ground next to the bins.
The local authority confirmed they are aware of the incident and are investigating.
Patricia Spacey, the area's safer communities manager, said: "There's no excuse for fly-tipping.
"It is a blatant disregard of the law and of our outdoor environment, which can result in fines of £500.

"No one wants to see rubbish dumped and it has a direct impact on the condition of our roads, parks, wildlife and communities.
"We are aware of an incident of fly-tipping at Pitreavie Business Park, Dunfermline, and it is being investigated by safer communities officers.
"We're grateful to the people of Fife for reporting fly-tipping and urge them to keep doing so using our online form at www.fife.gov.uk/flytipping."
