Councillors are considering creating a “school exclusion zone” outside Donibristle Primary School in Dalgety Bay.
The aim of such a zone is to prevent non-residential traffic from using the road network outside a school.
Councillor Dave Dempsey said: “This has been bubbling away for quite a while. Donibristle is up at the end of a cul-de-sac and there’s people that drive their car up to drop their kids off and then do a three-point turn at the gate.
“This is much to the alarm to the people who live there who don’t want a kid to be knocked down.
“The school’s not happy about it and neither are residents, so we asked a while back about the possibility of making that road accessible to permit holders only for the half hour at the start and end of the school day.
“We were asked at the time by Council officers to wait for the results of the trials in other parts of Fife.”
Trials took place around primary schools in Cardenden, Glenrothes and Kirkcaldy.
However, a recent report showed that the impact was limited due to a lack of enforcement. The police confirmed that during the trial period no fixed penalty notices were issued and that regular deployments to schools cannot be committed to.
Mr Dempsey said: “It’s not parking so much as manoeuvring. There are people turning when others are letting their kids out the car, sometimes not even on the pavement side.
“The difficulty is that because it’s a moving traffic offence, it’s the police who have to enforce it and not the council, which only handles stationary vehicles.
“The police are short staffed, and as far as I can tell they’ve just not been there.
“Over time people just think that if there’s no enforcement they might as well just drive off.”
Kirkcaldy area committee decided to extend the exclusion zone around St Marie’s Primary for 18 months, with a commitment to increase enforcement.
Mr Dempsey said: “It’s an idea that I’m not going to drop. We don’t want to wait until somebody gets knocked down to do something about it.
“It’s a long way from any type of decision but since one of the trials is being taken forward, it’s up the to do list a bit further.”
