The 29-year-old left back has signed on at East End Park under freedom of contract after seven years with the Lions.
Talbot, who led the West Lothian club to Championship survival and the Petrofrac Training Cup last season, becomes new manager Allan Johnston's first signing as he begins to shape his squad for the forthcoming League One campaign.
